The history of Decrees and Decrees with Force of Law has a long history in Chile . Leaders of all stripes have used their discretion to impose those proposals that unpopular or irrational straight, hardly would the approval of the legislature. can understand that the use of such remedies is a common practice of those gobiernos dictatoriales que han suspendido los poderes públicos y adulterado la legalidad constitucional, pero  en un contexto democrático el uso de esas mismas facultades por parte del poder Ejecutivo es una afrenta a los prinicipios básicos de una democracia representativa y un atentado a la separación de los poderes del Estado. Es por eso que la nueva "propuesta" del Ministerio de Educación de reducir las horas de enseñanza de historia y ciencias sociales en la educación básica y media es una medida aún más totalitaria. 

El debate se ha hecho público y ha despertado un inédito interés de la siempre apática ciudadanía y de un grupo de historiadores que se han agrupado en torno al Movimiento por la Historia ( http://historiayreforma.wordpress.com ).  En casos como éste, cuando el interés general está siendo socavado por el uso inescrupuloso de un interés particular y por el capricho de los tecnócratas de la educación -que manejan el currículo escolar desde las oficinas del Ministerio de Educación-, se hace cada vez más necesario interpelar públicamente a quienes están detrás de esta supina e irracional reforma curricular.  

Hay preguntas que merecen una respuesta pública a la ciudadanía y que no han sido faced by the authorities of the Ministry, namely, what are the professional qualifications and technical skills of those planning this reform?, what content will be removed from the curriculum of history and social sciences? and under what criteria will be deducted?

At the same time, it is paradoxical that the Minister of Education - main architect of this reform, is a former collaborator of the military regime and its main adviser is a historian "professional" degree from the Catholic University, an institution that paid for "exceptional" doctorate in Oxford when the aforementioned character and was not eligible for graduate scholarships awarded by the Ministry of National Planning (Mideplan). It is also curious and counterproductive to the same historian has a key role as advising a reform of supreme national interest recently after having been "transferred" from the Institute of History of the Catholic University by the management "not clear" of public funds from the National Congress in the same institution that is now being overlooked in reform as unscrupulous as those who are carrying out.
